Chatham Hope Energy Retrofits

Affordable housing providers face a constant challenge. How to improve building performance without disrupting tenants or taking units offline for extended periods? A pilot project in Chatham offers a compelling solution—by working with, not against, the natural rhythm of rental turnover.

Chatham Hope Non-Profit Housing Inc., in partnership with Trim Tab and Building Knowledge Canada, tested a new approach: completing energy retrofits during the window when units are changing tenants.

Instead of incremental upgrades, the team set an ambitious goal, achieving ENERGY STAR-level airtightness regardless of baseline conditions. By focusing on comprehensive air sealing during turnover, they reduced heating demand, which enables future electrification of the heating system. Comprehensive air sealing was also paired with an energy recovery ventilator to improve indoor air quality and limit the infiltration of drafts, moisture, and pollutants.

The results show that meaningful decarbonization doesn’t have to mean disruptive renovations. Retrofits were completed within typical turnover timelines, avoiding major construction while still delivering measurable performance gains.

This model presents a scalable pathway for low-rise housing across Canada. By aligning retrofit work with routine maintenance cycles, housing providers can accelerate emissions reductions, improve living conditions, and make better use of limited capital.

It’s a practical, repeatable strategy—one that meets buildings, budgets, and people where they are.
